Hey, Thanks for reaching out to us.
- Please navigate to Windows–>Restrictions–>Allow Network Settings.
- Enable the ‘Connect to VPN if roaming’ option to enable the users to connect to the VPN while the device is roaming.
- This option is allowed by default and is supported on Windows Phone 8.1, Windows 10 Mobile and Windows 10 PC.
