We deploy android tablets across the department that are used as a hotspot bridge for non cellular connected devices. We currently set each of the tablets to have the same SSID and password so that they can be used across all locations without having to reconfigure settings on other devices.
There should be the ability to set the default SSID and password within the policy creator for use outside of kiosk mode.

We completely understand your requirement. A feature request has been raised on your behalf, to implement the feature of remotely configuring the hotspot of a device via Hexnode.
Currently, should you manually create a hotspot on the device, Hexnode can help you force the hotspot to be turned on at all times, via the Android Restrictions:
