But not all conditions are taking effect on the device. The device is asking the length of passcode to be a minimum of 4 characters even though I have set it as 3 in the Hexnode portal.

Thank you for reaching out to us.
To make brute-force attacks harder, Apple has mandated passwords that are at least four characters long. There are ways to circumvent this restriction, but it is not recommended as it will affect device security. You will have to choose a password that has minimum 4 characters and complies with all the conditions that you set in the Hexnode password policy.

Thought the security measures of Apple may seem to be a little overboard, I completely agree with them on this. So think before overstepping this restriction.
You will have to run some commands in your mac terminal to be able to use a short password (less than 4 character).
