Is it capable to stop letting some iPads users such that they will not back up the files in devices to iCloud?

Thanks for reaching out to us!
To block the user from backing up files to the iCloud account, navigate to Policies -> iOS -> Restrictions -> Allow iCloud Settings -> Uncheck ‘Backup’.
This would be supported for iOS 5.0+ and supervised iOS 13.0+ devices.
In addition to this, to prevent the users from syncing the documents on the device with their iCloud account, you can uncheck the option ‘Sync documents’.
