Dont need bitlocker for Back Up Drives

I need the policy to ensure that all fixed drives in Windows machines have Bitlocker enabled, however don't need it for removal drives (USB storage devices).  Is there a way I can set this as currently when someone plugs in a USB drive the device goes out of compliance

Managing App Data Usage on Mobile Devices 

I’m looking for a way to restrict certain apps to Wi-Fi only, preventing them from using cellular data. We’ve been experiencing excessive data usage on some devices, and I’d prefer to limit app access instead of removing them altogether, which would be unfair to everyone.
