Can the user remove the MDM app from the device if they have admin access?

Hi, I'm facing a dilemma. While creating some accounts for my organization, I accidentally assigned the role of administrator instead of standard user. Can these accounts uninstall the MDM app from the devices since they have admin privileges, or is the app removable by any account regardless of its role?
