What is the best way to update an app delete the old app and policy or will it push through the policy as long as you change the version of the app?

You can update apps either way. It’s advisable to retain the old version while adding the new one if you plan on distributing multiple app versions say, for testing. If you want to have all devices updated to the latest version, then it makes sense to just replace the old APK file with the new version.
