Yes, you can associate multiple kiosk policies to a device. If the policies have contradicting configurations, please note that the most restrictive one will take effect on the device.
For example, if one policy disables the power button and the other policy permits its usage, the button will remain disabled.

What happens if a single app and a multi app kiosk are applied to a device?

If you add a single app kiosk and a multi app kiosk policy to your device, irrespective of which policy is applied when, the single app kiosk mode will effect on the device.

This is because, a single app kiosk mode is treated as a more restrictive configuration than the multi app kiosk.

If two multi-app kiosk policies having different configurations are associated with an Android device, the effective configuration depends on the following factors:

1. If both the kiosk policies have a different list of apps to be configured in the kiosk mode, both sets of apps will be present inside the kiosk mode. The app layout configured inside the last modified kiosk policy will be present on the first page(s) and the apps configured in the previous kiosk policies will be present on the following page(s).
2. If the kiosk settings configured in both the kiosk policies are conflicting, the more restrictive setting out of the two will be effective in the device end.
