On an Android in Kiosk Mode, can I remove the camera and google chrome icon at the bottom of the lock screen?

Of course! you can.
To remove the icons from the lock screen, please navigate to ‘Restrictions’ and disable the ‘Lock Screen Shortcuts’ option which remains enabled by default.
PS: This is supported only on Samsung Knox 1.0+
